ReduCE-waste: controlling e-waste imports into Tanzania

The ReduCE-waste project (funded by the PREVENT Waste Alliance, an initiative of the German Federal Government) supported the Tanzanian government in setting up mechanisms to reduce and control the import of e-waste. It analysed transboundary e-waste and Used Electrical and Electronic Equipment (UEEE). flows, contributed to develop and pilot a national strategy to implement and pilot-test the Basel Convention Technical Guidelines to control and reduce the imports of e-waste into Tanzania. It helped strengthening local capacities for import control and aim for replication in other East African countries.

The project targeted the following stakeholders in Tanzania and the East African countries (policy makers, responsible authorities for exporting and importing countries, customs officials and inspectors).

The main results of the project consist of:

  • the draft National implementation plan of the Basel Convention Guidelines on Transboundary Movements of e-waste and UEEE was a way to address illegal e-waste imports in Tanzania. The draft National implementation plan identify roles and responsibilities of key authorities in the county and communicates key decisions on what should be considered waste or used EEE.
  • The check lists for inspectors developed during the project provided clear guidelines to the authorities in charge on how to inspect imports of UEEE or e-waste, clear instructions on what should be considered UEEE or e-waste and how to record the outcomes of the inspections.
  • The capacity building training and workshops helped the authorities in understanding key roles and responsibilities, in learning how to distinguish between e-waste and UEEE and how to conduct inspections.
